Innovative Foresight Planning


The project was led by Greater Stavanger Economic Development, a partnership of the local authorities in the Greater Stavanager area. The partners were a mixture of regional authorities, innovation agencies and business organisations and included:

  • Innovation Norway
  • Vest-Adger, Southern Norway
  • Central Denmark
  • Schleswig-Holstein
  • Provinces of Drenthes, Friesland and Groningen, Northern Netherlands.

The vision of the project was to develop competitive businesses and new jobs in the regions by strengthening the innovative foresight planning in the private and public sector.  A new means of compiling and conveying past and future trends and developments for use as a basis for decision-making would be developed and international cooperation would be strengthened between business clusters and individual businesses as well as public facilitators. 

The aim was to develop innovative foresight planning as a tool related to business development to improve their basis for decision-making.

The objectives were to:

  • absorb knowledge by exchanging experiences with other partner regions, in order to create an improved basis for planning the future, within clusters as well as regions
  • develop new ideas through an innovative approach to planning and decision-making, i.e. "Foresight Planning"
  • apply the foresight planning method on specific clusters
  • apply the foresight planning method on the regional efforts to facilitate economic development
  • establish an arena for cooperation between business clusters as well as public facilitators, as a basis for individual business development
